Like you, we understand that not all board shops are created equal. The quick turn, low-tech, proto shop is not where you want your 14-layer blind/buried via board made. Quite simply it's not what they're good at. Likewise, you would never want to send your basic 2-layer prototype to a shop that highly touts Class III and Mil-Spec qualifications. These manufacturers are going to charge for their extra high tech equipment and overhead that is not being used to make your board.
